It really is pathetic that Bethesda can't make their own games work properly, I love Skyrim, but I despise unfixed bugs...

GetStage <QuestID> *Used to get the current quest stage for quest*
SetObjectiveCompleted <QuestID> <stage> 1 *set the quest stage as being completed*
If you want to remove drafting table and other related objects on the map use console, click on them and type:
disable
I found the problem for me anyway.. its the Mod Birds and flocks take that mod out GL
1. Using drafting table for first time did not clear the "use drafting table" objective from journal.
2. Roped-off area was not present at site.
3. House did not appear when I proceeded to build.

READ THE FIRST PAGE. It lists all problematic mods at the time of posting.
NOTE THAT UNOFFICIAL SKYRIM PATCH MUST BE REPLACED WITH UNOFFICIAL LEGENDARY PATCH. That was the problem I had!! Replacing the old patch with the new one fixed everything for me. I had uninstalled mods, quit and requit the game many times, but all I really had to do was replace the old patch. Hope this works for anyone else still playing and getting hyped for the update!
It's a annoying solution but I'm afraid there aren't many options left to choose from.
What I did was disable all of my mods, including the heartfire DLC.
I then loaded the game, made an separate save, quit the game again.
I then installed the heartfire dlc again.
Loaded the game, checked my journal, the quest was removed.
I walked to the steward whom sold me the plot of land.
Turned out I had the default dialogue again. I fixed my save.
This might nog fix your house, but atleast it might fix your save.
Should work for both console and PC. Given you follow these steps.
To check if it worked look for these signs.
A courier comes to you bearing a message of jarl siddgeir
You can buy the land again
The map marker of the plot of land is gone, and so is the house
You can play with kids
Heartfire items are present
I hope this helps the lot of you, would be a shame if any of you stopped playing this beautiful flawed gem named skyrim, I too have a love/hate relation with her, but we make up XD
1- I uninstalled or disabled the hearthfire expansion along with all my mods dependent to it.
2- Launched the game confirmed the DLC was no longer installed.
3- Made a new save.
4- Reinstalled or enabled the hearthfire DLC.
5- Launched the new save and waited till a courier came to me with the letter to start the quest.
So unfortunately I had completely finished the Lakeview house but now have to do it again, a minor setback as opposed to having to uninstall all my mods or restarting my level 94 character playthrough.
