The first two digits are the load order number of the mod its from (in hexidecimal).
Convert that to decimal, and count down your mod list - that's the mod that made it available in game.
Somewhere outside the owner of TW will give you a quest to retake the castle and somewhere inside you'll find a chest next to a arcane enchanter. In the chest you'll find the sword.
