Paying Mogrul?

Ok, I just ran into this quest... and I have to wonder... How in the world is this orc trying to blackmail me... what type of thugs could he POSSIBLY hire to kill me... And for that matter, I'm sure it would cost more than the 1000 owed septims!

I've killed two dragons in melee combat inside the town (dont ask me why dragons love that ash wasteland of a harbor town), I can summon a plethora of dark tentacles from all the dark places to consume the village... I could technically call down my own undead dragon from dawnguard to personally drag him screaming into an underworld beyond his worst imagining...

So why... WHY... cant I make him pay me?

So this begs the question... Who are you, and why isn't he paying you to live?
(Please feel free to post just what kind of feats you can/have performed that SHOULD inspire him to drop down before you in awe. This isn't so much a rant as a point of humor to how this quest/mob is programmed)

I haven't actually run past this guy. But I've done pretty impressive things, so if I find him, I'll see if he pays me. Such as killing a dragon with a single bow shot, having the ability to rain fire, and frost at will. My blades could cleave dragon scale, and ebony like butter. >.> Maybe he will bow to me.

When he first told me I owed him money I thought.. "huh? Where did this guy come from? I don't even know who this guy is and what I've done to owe him money." But I couldn't be bothered to deal with his thugs pestering me so paid him off. But it's because I know I'll get him later, I've just got more important things to do right now. :)
