What happens if you make the emperor a follower/revive him?
Has anyone tried this yet?

I suspect he'll fight for you. However, I can't say as to what weapon he uses or how he fights. Maybe I'll try it next time. Hmm. I wonder if his body is where I left it and I can try.

EDIT: Unfortunately he was not there. Fortunately, I was able to spawn him using console commands, kill him again, and cast dead thrall on him.

He seems to have a pretty low level. I attacked a guard and he was killed with a single arrow. However, after dispatching the guard and recasting dead thrall, he then looted the dead guards bow and some arrows and used those on the nearby farmer.

You could probably give him some nice armor and weapons and he'd be a decent thrall, but no different from any other NPC.
