where can I find the best bow for free?

Unless they fixed it, there's an ebony bow in Lost Valkygg wielded by a Draugr Deathlord as low as on level 1. It's not the best but it's pretty good still.

If you do the Thieves Guild questline you can get awarded the Nightingale Bow for free at some point by Karliah which is pretty good. I still use it.

You CAN craft the best custom smithed and enchanted bow (Dragonbone). However you'll be fortunate enough to find Ebony or Daedric Bows around 20-27 range where at lv 27 I'd managed to find one Daedric Bow at dungeon chests with randomized loot.

Theres the Nightingale Bow rewarded by Karliah around the end point of the Thieves Guild Storyline, and theres Firiniel's End if low leveled where you can obtain at the balcony of Castle Dour from where you started or already completed the Dark Brotherhood quest- "Bound until Death."

The Zephyr Bow in Arkngthamz. Do the quest Lost To The Ages. Not the best but its the fastest loading/shoot bow of its kind....for free. If you're lucky, you might find a Daedric bow in loot. Don't know where you are in your Smithing skills, but at some point if you have Dawnguard and/or Bragonborn,.....ugh! Dragonborn! Sorry bad typer. Got to fire his butt. Anyway, you'll be able to smith dragonbone weapons which carry the most damage of any bow in the game, especially if you craft it up to legendary and enchant it. Which means you should level your alchemy and enchanting skills too.

you only need to get smithing up to 30 to make elven which is fairly easy, best bows and arrows upto glass, then glass, ebony, daedric, dragonbone, i prefer daedric just for looks

Nothing in life is free...haha, I don't have an answer to the best bow (probably smithing, but you'll have to enchant it yourself which makes things trickier), but if you want a good bow early on you can get the supple nord bow from one of the draugr in the first mage guild quest. I've also found great enchanted bows in the shops (shops get better items as you level up). Just make sure you have some money saved up. Also, there's a mod called Dynamic Loot where you can make it so enemies drop more enchanted items including those with 2 and even 3 enchantments.

The Bound Bow in Fort Amol. Equivalent to a Deadric and weighs nothing and has infinite arrows.

Just need to kill a bunch of mages to get it....
