To use the console hit the "~" key asnd enter the following exactly
setstage MS06Start 15
For hitting the books its a bit more complaicated.
Read though this to see what stagew you are up to, you should have there entries in your quest journal http://www.uesp.net/wiki/Skyrim:Hitting_the_Books
To trigger the next stage you will need to enter the code
setstage MG03 (and here the code for the stage you need to activate from the list above)

Not found for parameter quest

I do not understand .. I uninstalled everything and reinstalled before restarting yet another character ... which I am now trying to fix. I did write at the Bethesda forums but no live answer yet .. except someone asking if I tried a console command TCL ... hmm
I have also written steam and bethesda ... maybe I will get help ..... I really dont understand ... is there a way to do a clean uninstall that I am unaware of? I really think it is a steam issue .. this week was the first time I tried to new character via my computer and steam ... and I do believe it is holding onto old character info.

When you unistalled did you delete the skyrim file in steam? That is probably where the issue is. Also check if there is a level where you can comence the quest.
Edit. Nope nothing. My girl is in the area, let her go check. I will get back to you later today.
I am trying to get ownership of Proudspire manor so I can get the Stone of Barenziah that is inside behind the unpickable keyed lock. Any suggestions on how to fix this. I have already put over 250 hours into this toon by now and am not going to scrap it.
