Along with anyone that is just out to ruin the Dragonborn's day, like that beggar in Markarth, Degaine, or... *shudders*... Delphine.

Anyway, I agree Legate Rikke got up my nose a bit with her incessant orders and little show of appreciation. She definitely had a sense of humor bypass.
In fact I find 90% of the people in Skyrim are so miserable they should open a comedy club or something in each city just to cheer them up a bit!
Some of the obviously mean characters (eg Neloth in Solstheim) I tolerate because they have more interesting quests. Some people can't stand the jester Cicero but I quite like him. I used him as a follower once and his dialogue was fairly entertaining. It's the boring characters I have little time for really.
1st place, always glorious coming out on top: Nazeem. No explanation needed.
2nd place, Idolaf Battle-Born
3rd place, Delphine. My god, I hate that little brat.
4th place, Tullius, trying to chop my head off without even a little, unfair trial.
5th place, Vilkas. Has got to be High Lord of the Douchebags, that one.
