Saying that, think back if you chose Hadvar, you can take almost all of Alvor's ore, bars, and items, without worry, in the stormcloaks, you get nothing to start off with, just a sack of gold in gerdur's house, and some misc items.
The spirit of Skyrim, i got to say, rests with the Stormcloaks, in my opinion. If you are a nord that is, It really is a good story line, and i felt more part of the story, Kinda like an underdog sports team, rises to the top after unbeatable odds.

You're absolutely right, the Empire under Titus Mede II IS a relic, and the Whitegold Concordat was a BIG mistake. And you could well go your path, and many warriors of mine have.

Side with the Empire and as Dragonborn you'll have three provinces under your belt instead of one if you just sided with the Stormcloaks, and possible allies in the Royal houses of Hammerfell if you sided a certain way in a certain quest. I really do think the eventual path of the Dragonborn leads to the throne; first Skyrim's, then the Empire's. The Nords of Skyrim will love you no matter what, you are Dragonborn. Killing Ulfric gets rid of your one possible rival. We don't want other people running about knowing how to shout, stealing your "Fus... Ro Dah", now do we? With Ulfric out of the picture, I'm pretty certain that in a Moot, the Dragonborn would be declared High King and if he/she isn't... Oh, Elisef, you are indeed a lovely, and now, very available creature, shall I perhaps console you in your time of grief? Oh! You love me? I blush, well, I AM the hero of Solitude. Lol, she should have been made a candidate for marriage.
Wouldn't it be awesome if ESVI was just that, a continuation of the Dragonborn's story, where he/she finds a new Empire and then sends the Thalmor packing back to Summerset Isles with their pointy ears between their legs! The thing that frustrates me most about Skyrim as a game is that the Dragonborn helps everybody, becomes leader of every guild, displays aptitude as a warrior, kills dragons up the wazooo, and yet only can ever be thane. Bleh... At least in my imagination, the Dragonborn goes on to kick some serious butt.

Hi! Ahem. Well, to be an Emperor is to be a dictator. That's part of the definition of being "Imperial". It isn't a Democracy like the USA, but is just short of being a Theocracy like Vatican City. Though inspired by the Roman Empire, they remind me more of the British Empire, especially under Queen Victoria's Reign.
