-100% reduction in destruction still possible?
I have max reduction from enchanting all my gear but i still don't have 0 spell casting for destruction spells. I am using balanced magic and cloaks of skyrim if that has anything to do with it? Was ther some patch for this or something?

Yes its possible have three enchants 2 on chest and one on helm and have necomage perk and be a vampire.
I've gotten well past 100% reduction using 3 gear pieces. I was a vampire at the time, but still getting 100% reduction would require a powerful Enchanter Potion (made using enchanted Alchemy gear). For best results, get both skills to 100, get appropriate perks that boost the power of each, and then use alchemy gear to create a powerful enchanting potion, use the potion to make even more powerful gear, and then make Enchanting potions with that equipped.

The game actually used to have an unintentional effect of causing one to boost the other over and over until you could create godlike gear. That was patched, but it's still possible to make really powerful gear.

Highest I've gotten is a 45% reduction in cost for a particular magic school. I might suggest you wear Master Robes of Destruction (22% reduction in Destruction cost) and two other pieces of gear with destruction cost reduction. You just can't get the awesome +150% magicka regen rate of the Master Robes on your own. Highest I've managed is 114% on a single item

This is the setup I used on my Vampire Mage a few characters ago. It made battles stupid easy, even during daytime when vampire magic regen is at its lowest point.

Head:
Ruby Circlet of High Magic
Decrease Destruction Cost by 45%
Increase Magicka by 114

Robe:
Master Robes of Destruction
Decrease Destruction Cost by 22%
Increase Magicka Regen Rate by 150%

Hand
Gloves of the Magical Thief
Decrease Conjuration Cost by 45%
Increase Sneak Effectiveness by 74%

Feet:
Boots of the Magical Thief
Decrease Alteration Cost by 45%
Increase Sneak Effectiveness by 74%

Ring:
Master Ring of the Erudite (A self-made and slightly better version of Dawnguard Ring)
Increase Magicka by 114
Increase Magicka Regen Rate 114%

Amulet:
Diamond Necklace of High Magic
Decrease Destruction Cost by 45%
Increase Magicka by 114

Total Equipment Bonuses:

Decrease Destruction Cost: 112%
Increase Magicka: 342
Increase Magicka Regen: 264%
Increase Sneak Effectiveness: 148%
Decrease Conjuration & Alteration cost: 45%

my crafting gear has 31% to alchemy on head
31% to alchemy/smithing on ring necklace and gloves
31% to smithing on chest.

with this I can make 38% enchanting potions which give me 50% reduction to a school on the chest then add 25% one to helm. WIth necomage perk it covers the 25% needed to get over 100%.

With lustmore armor vampire set you can reduce all magic cost to zero but you need to be sneaky and smart to play on hard mode with it due no resist on gear and no weapon bonus.

you can get to 38% in each piece really easy now with dragonborn and you don't need to be a vampire.


100 in enchanting: is 25%
Ahzidal's Armor: 4 piece bonus is 10 to enchanting
fortify enchating potions: 20-25%
Seeker of Sorcery: All spells cost 10% less magicka. Enchantments are 10% more powerful.

with this you can do 2 piece and get to 76% or 3 and be over 100.

at 76% most spells are under 20 per cast.
