You still can't cast magic from horse, but you can if you ride dragons...

u need a mod or dlc to ride dragons right?
i have vanilla skyrim + hearthfire
i played through, took a break, and started again recently... clicked while riding my horse and i drew my sword then could attack with it

- has that always been in the game? (attacking on horseback)

attacking from a horse is pointless once you get into the much higher levels with enchants and enough base stamina (around 500+) you can regen the stamina faster than you can use it with holding sprint down like i can, and i also do this while im a vampire in sunlight too so that's a bigger drain on stamina than usual.

For immersion purposes, I like to mix it up and do some battles on horseback. I think it works well especially with outdoor mobs, trolls, sabre cats, bears, and anything you want to outrun while you do damage. You are limited with bows as to how high you can aim, which gets annoying, but greatswords work really well. In mounted combat, they work a bit like a one-handed weapon with a great amount of reach.

The words for the shout to ride a dragon come from the Dragonborn DLC.

I've used a battle axe while on horseback and I've also used one handed weapons. Takes some practice to get the hits right, but it can be done. The significant difference to fighting from horseback is that the horse doesn't engage in the fight which makes it vulnerable.

To answer your question, the ability to attack from horse back was a patch that was released in preperation for the Dawnguard DLC. Several things were added with that patch and not just the ability to attack from horseback.

You have to have the Dragonborn DLC inorder to ride dragons.

Hehe, that's why I put in a mod that makes horses essential. Yay mods!

It`s a shame the horses dont have a tighter turning circle.
