dds files or ANY loose textures not loading
This is getting ridiculous. I had the EXACT same issue a year or so back, when trying to install a texture mod.

basically the problem is this: dds files/textures won't load no matter what I try. Some say to use NMM to install textures, but I see no reason if it's only one texture or part of a pack. For those who say it's because I haven't ticked the box for this plugin, save it. These are loose files. Back when I first had this issue, I tried to reinstall several times with no luck. Short of formatting the harddrive and a fresh OS install, nothing worked. Eventually got it working by doing just that.

A few days ago I deleted skyrim from steam and reinstalled, but now this problem has occured again! I've searched High and Low but to no avail, NO ONE seems to have a solution for this bug, and I call it bug, 'cause it should load the loose files. Note, I have inchecked the High texture packs from bethesda because I found them to be sub-par.

All the files are in their right places ind Data/textures

All my settings are set to ultra. My rigs been upgraded since I first got it to work, so the problem isnt' hardware.

I had the game up and running with these textures the very same day I reinstalled, and there were no problems.

My only conclussion is that there is something wrong with the way the either the OS or Steam handles these files, or that something has changed. But I fail to see how an uninstallation/reinstallation can make this thing happen.

I need help with this!!!

BSA over rule loose files and did you reset the archive invalidation

I haven't any mods installed save for the texture DDS', and NO NMM shouldn't be required if you know anything about how it works! Read somewhere that since newer versions, loose files over rule BSA actually, but since I haven't got any other plugins, this wouldn't be an issue... right?

just to prove a point I installed NMM and reset the archive invalidation... still nothing.. I have seen others with this problem and everyone come with the same responses as you did, so sorry if I have little faith and wont "get over myself" for not using a mod manager I don't need.

another thing. The Highrespacks from bethesda doesn't seem to work either. Seems like som kind of bug making the graphics stuck on low texture settings... no one seems to have a solution either.

I have a solution, this is a problem I just figured out. I was having a problem with grass textures not working, and at the time, it seemed that NMM's reset archive invalidation wasn't working. Basically what happened, is I got a new graphics card, and I re installed skyrim. Buuuut I forgot to delete the old Skyrim.ini file, which at the time I had skyrim, didn't have the [archive] section on it. That means that resetting the archive is about as useful trying to use your head to drive a screw into a piece of wood.

I bet 10-1 you upgraded your hardware, and the settings on the ini file didn't change. That, or you re installed skyrim, but still had an old ini file from when the game came out.

Just delete the old Skyrim.ini in you documents folder, run the game (which will gen a new one that has the correct settings), then run reset archive invalidation. Should fix it, if not, then you have every right to slap me with a goldfish. Hope that helps, it certainly worked for me.
