Dragons not spawning
I've been playing Skyrim for a while (no huge amount, based on how many quests I have yet to complete), and made it to the point where I have dragonshouts and can find more with help from the Graybeards. Just one problem: dragons aren't spawning. I don't recall running into a single dragon that wasn't scripted to appear, story or roost. Is there a problem with my game, or do they just spawn pretty infrequently?

Side note: I have a single mod downloaded that makes everyone mortal, so now everyone from Jarls to Graybeards is mortal, for the sake of my planned endgame killing spree. Don't think this has anything to do with it, but I'll point it out anyway, just in case.

no it happens i didn't see dragons for a long time and i havent done much other then see the greybeards and im level 46 and i think Ive killed a total of 10 dragons is all.

I have noticed the more you quick travel to towns the more dragons spawn in the towns, so go explore. If you really want to fight dragons in the game then just jump from town to town and also the more dragons you kill in the game the more dragons will find and attack you.

in my experience, it's pretty random.
my first character had 14 dragon souls by the time he was around level 15. my 2nd character is at level 15 and she only has only absorbed 1 dragon soul.

What quest are you on? If you started A Blade in the Dark, random dragons are disabled for that quest.

Oh, that explains it. I'll go take care of that now.

The game turns off random dragon encounters when you start a blade in the dark and turns them back on after you complete diplomatic immunity. they do this so that no dragon spawns when fighting Sahloknir
