Legate Quentin Cipius??? (ANSWERED, THANKS!!)

I have over 1900/hrs in game and have played through 6 or 7 times at differant levels, but this is the first time I have come accross this Legate. He is just standing in the middle of the plain west of Swindler's Dem and north of Gjuka's monument. There is nothing there but if you approach him he draws his weapon and says I'm trespassing. How can I be trespassing in the middle of an open plain? Anybody got a clue as to this guy's story?

at the bottom of the page, the "bugs" section says there are sometimes two of him depending on the side you pick in the civil war.
