Yes, if you own hearthfire, the "xx" should be "03". Sorry I didnt specify

The "xx" depends on your load order, in my game with legendary dlc and all the unofficial patches its "05" i.e. 500C1DE for child's doll

I have sse and the xx should be replaced with 30...... this is because sse has all 3 DLC.

But, just a suggestion, If you have trouble, test out a bunch of prefixes to fill in the 'xx.' To get a lock, you might have to do '3003012' or '4003012.' When you find a prefix that works, sometimes it wont work for other items. If this is the case, try flipping the numbers.

You resurrected this to give wrong information?

The first two numbers represented by the xx are the position of that mod in the load order - by putting 30, you are indicating the mod that is loaded in the 30 slot. Hearthfire, in SSE, will ALWAYS be indicated by the prefix 03.
