Bethesda used Nordic and similar names in Skyirm, so your best bet would be start from those.

What hold does he hail from? Names with Sv starting sounds, O middle sounds, and lav, gar, or skr ending sounds seem common in the south-central skyrim area, under whiterun hold. In the Whiterun hold and further north are traditional names from an old languade (e.g. Hrongar Baalgruf.) Last names are usually refferances to feats or actions performed by characters ancestors. Greymanes made their fortune selling furs across the holds and oppose trade with the empire while Battleborn proffited from being sell-swords for the empire.

why go by a pre made list when you can make your own from scratch many nordic names consist of similar letters and combinations Skarsgard, Sarsgaard, Bjorn, Jorn, ect. they made extensive use of both orn, and ska in the names jensen is also common though more modern.
