Not sure if that is a serious reply.
do you have any mods that effect the world map?
my copy of skyrim works 98% of the time.... maybe try finding a map overhaul mod?

I am having the same problem... I have a feeling its something in the load order of my mods thats causing it.
You should check your mod list and ensure that you are using the most up-to-date version of that mod and/or that your current mods do not require addition plug-ins to be Dragonborn friendly. Are you running BoSS to sort load order?
(I'd recommend removing the map mod, verify game cache and start a new game to make sure there isn't another conflict elsewhere that is causing your issue. Something else to keep in mind is that not all authors are updating their Workshop pages, only releasing patches to their work through the Nexus.)
went through my load order, checked things out in tes5edit, created a merge patch reinstalled quality world map. I have a feeling its sjel blad castle thats doing it because there has been some fairly funky things going on since i installed it. its not breaking the game beyond play, but just some weird behaviors that were not there before.
i have to haul all my junk out of there before i uninstall that to verify if thats the problem and wont really have time to mess with that until next week.
can you confirm something for me? i have quite a bit of stuff in sjel castle, if you disable and then re-enable is your stuff still there or did you loose it?
Sjel Castle (and any items referenced within it upon loading the game without it present; either the location itself OR introduced with the mod) will be removed from your game. Unable to be touched, claimed or looked at.
Further, whenever removing a mod from your load list, go to a small cave/house which does not have ANYTHING which references the removed mod present in its cell - this will reduce the amount of save-game errors that are introduced, meaning you will be able to play for longer before the inevitable end.
Reloading the mod afterwards will not restore any items you placed in Sjel; unless the mod hasn't effectively been removed yet for that save, of course.
