True that. Why are there so many people claiming that the "Resurrect" console command works? It DOESN'T, and there's a great big warning about that fact on UESP. All that results from it is a borked game and NPCs that just stand around. It may not happen right away, but it will eventually, and there's no way to predict exactly when it hits. Seriously, it's one of the most dangerous console commands you can use, and one of the main reasons why using console commands is strictly a last-resort thing.
I think I've got six such survivors in my current savegame, four of whom have burial urns in their Halls of the Dead... admittedly including such inconsequential NPCs as Sigurd (Whiterun) and Valindor (Riften). Niranye (Windhelm) is the only shopkeeper that I saved this way, and that only because I had no saves from before her disappearance (she, too, had fallen through the floor, and attempting to move myself to her position to find where she was put me floating in the air underneath Windhelm city.)
It even worked with shopkeepers who died, remembering that I'd invested with them, or in Niranye's case remembering that she was now a fence for the Thieves Guild, and it worked for people who remembered that I'd befriended them in whatever way was necessary, or completed their quests. So please don't go saying "it always breaks things": it CAN work just fine. It just doesn't always do so. And since the survivors have been acting normally, and even having their regular conversations with other NPCs, for about 200 in-game days and a similar number of saves now, I would like to hope that any errors are long since gone.
It didn't work so well if the shop has transferred to a new owner (e.g. Camilla Valerius taking over her brother's store after Lucan was killed by a "Thief"), so I reloaded back to a save where he was still alive. Fortunately I was able to do that because I'd actually seen him die (about five seconds after I fast-travelled to Riverwood, where the "Thief" spawned just as he was walking from his store to the tavern.)
My game hasn't crashed yet. But then, I'm only using about four mods, and one of those is the Unofficial Patch.
However I still don't recommend it, on the above warnings. I've taken a chance on it, and it's been okay SO FAR, and to be honest, the only reason I'm keeping going with it is that I did most of these resurrections after having seen the instructions about "resurrect" and "recycleactor" and before seeing all the scare stories about "don't do it, it'll crash your game", I had no savegames left from before resurrecting them, because it happened too long ago, so I had to either restart right from scratch or carry on and hope.
