Do not use that command. It does not respawn the character itself, but a new reference from the NPC. Character is still considered dead and game can get (or not) heavily bugged because of it.
Keep in mind that even if you resurrect merchant characters, then they might be unable to sell you any items. Their deaths are already recorded and store ownership either removed or changed to other NPC.
If an important NPC dies, then load an earlier save. You can prevent them from dying by using mods When Vampires Attack and Run For Your Lives. These mods will send civilians to safety, when dragon or vampire attack occur, leaving only characters with combat classes to deal with the threat.
You could also use the Creation Kit to protect important NPC's further. Create an ESP or use an existing one from a mod, then go down the list of actors find all the blacksmith and vital NPC's like merchants or trainers and set them to either protected or essential.
Protected NPCs can still die to the player, but will go into bleedout when they are low on health and are ignored by other NPC's.
You can also set NPC's to respawn.
1st theory: an npc may respawn after say, 30 in game days. 2nd theory: a named npc can be brought back to life through console commands. To test it, i used AFT and made a random named npc a follower ** not necessary, but helps move them to a more secure location for testing**. In my tests, I used Karita the Bard from Dawnstar - made her a follower and travelled to Lakeview Manor. i then took her off the follower list so she'd walk away and transformed into a werewolf **again, not necessary to kill her this way but still fun**. To ensure the cell refreshed i went into my house and then proceeded to go through the 30 days resting at my bed. After, i went back outside to find her body gone - fast travelled to Dawnstar Inn to not find her there either.
With the 1st theory down, i looked a bit through forums etc. and on the wikia for console commands. Of course, the 'player.placeatme 'reference' 1' would have worked but it makes a copy of the original and not use the original body. Instead, since the targeted command 'resurrect' works well for original bodies i decided to find the dead body. Insanely, long story short - i used 'coc wideadbodycleanupcell' command to teleport to a developer room where all named bodies are kept. Sure enough, i found Karita's body here and was able to use the 'resurrect' command to bring her back.
To ensure my theory worked, i used 'coc dawnstarexterior01' to teleport me to in front of the Jarl's house in Dawnstar, ran along to the inn and found her near the bar with her lute - still voiced and still rather miffed that i killed her hehe. Hope this helps.

Other commands that revive dead NPCs have similar issues.
Also do not use Placeatme, this causes two instances of the NPC, which on it's own causes bugs, but if one is dead and the other alive then you get more bugs as the issues from resurrect apply ontop of the duplication issues.
If you REALLY want that NPC alive, load a save from before they died.
This is the only correct answer. ;)
