Report a translation problem
Just a few ideas to check on maybe.
are plugged in, sound is on, and I've already tried several console commands. I've even done
a few complete uninstalls and reinstalls of everything... vanilla skyrim and all mods. I actually
have all sound effects and actor dialogue, I just don't have my background music which is
strange considering that the music kicks in at start up and then just drops after the game
loads. This one is discrete - if indeed it were a file issue (missing or corrupted) it should
automatically resolve itself upon a complete uninstall and reinstall which I did 3 times. I
don't know... I was wondering if maybe since my character is a level 81 that maybe music
just turns off because I've done everything, quests, discoveries, etc. but then my armor
rating is still low enough for combate music with dragons to kick in... that one I haven't lost.
can someone please explain this one to me ?? Thank you.

It could be a setting in your .ini files, too. Back those up and look through to see if there's anything having to do with sound that's set to 0. If not, try deleting them and letting Skyrim put defaults in again. (If you've been messing around with how many cells are displayed, you might have to start up a new game to test it out. If you haven't been messing around with how many cells are displayed, you really should after you fix this sound thing.)
Do you actually have a sound card? If you do, maybe you could unplug it then plug the headphones into the motherboard's sound jack.

2. alt-tap to your desktop and return to the game. You should be haring the "dragon fighting" music
3. open the console with the ` key (next to the "1" key)
4. type: removemusic MUSCombatBoss (the dragon tune should fade out)
5. wait a couple seconds and the town music should start playing
6. Once you hear it, fast travel to a different town to see if the music still plays, then go to a dungeon or outside to see if the other music works.
It could be something to do with sound drivers or it could be something to do with your specific Skyrim save file since reinstalling the game doesn't effect it.
Ini files can also mess things up and I think they stay after reinstalling. If you delete the ini files (or just move them elsewhere) and bring up the Skyrim launcher it'll regenerate them so that's an easy way to see if that's the cause of your issue.
I've heard of sound-related issues being tied to saves before. Hopefully that's not your case but making a new save file or loading up an older one when sound worked and testing it out would be a good move if you haven't already done that.
Also, kind of weird someone else just made a thread about the same issue.
This might be really pointing out the obvious but make sure you aren't subbed to any workshop mods as something could of gotten updated and somehow broke something with your sound.

I've noticed if I move about 100 feet away from my last location I can fast travel again but I'd love to not have this issue constantly. Ty
You might try fast travelling somewhere remote, and then entering the "killall" console command.
