It depends. If you are caught commiting some kind of crime, and you are seen, you get a bounty on your head according to the severity of the crime you just commited. Then, if a guard sees you, he/she will walk up to you and demand you pay the fine, or go to jail to serve time. Even if you do pay the fine, they'll take you to the barracks and confiscate all the stolen goods you are carrying.

If you belong to the thieves guild, however, and you commit that crime within a city where the guild has a strong influence, you can get away by paying half the fine and the guards won't even take any goods from you. If you have become thane of that city (a honorary title given to the city servants) you may use a one-time-only privilege of walking away (that privilege is kept track separately for each major city).

If you are sneaking while you try to steal or pickpocket you can tell whether or not you are being seen: the crosshairs change into an eye; if the eye is fully closed no one is seeing you and you may steal items from chests, ledgers, bookshelves, etc. without problem. If you try to pickpocket, though, you might still be caught. The fine you have to pay for pickpocketing is about 25 coins. By comparison, hitting someone is 50 coins, and killing someone one thousand.

Crime in Skyrim[www.uesp.net]

and some general information for first-time players[www.uesp.net]. It may be particularly of interest if you have not played previous editions in the Elder Scroll series, though they are consistent in lore for the most part, each edition is self-contained and have differences in game mechanics.
I haven't stolen either, 1200 + hours of gameplay too...
Does this kitty look like he's the type to steal? :P

i hate markarth so i steal from them....more like burn and loot...long live the forsworn!
In fact....

At shrines, I even make a contribution to add to the others! :D Maybe some ring, or old boots, or a gemstone or flower. I love how open this game is, how you can role play and make choices.

Don't steal if you don't have good equipment yet, the person might send 3 Hired Thugs after you. In my first playthrough I was hiding and running around for 4 days until being able to get rid of the Thugs.

Agreed with the others - stealing usually isn't worth it IMO.

Yeah, when someone died I usually leave behind a flower.

That bandits scripting could use some fine-tuning. You can see who sent the bandits after you if you loot their bodies. See, I was one hour or so into my first playthrough when one of the children of the smith at Riverwood sent 3 thugs after me because I stole one book from his room. I scratched my head and thought "wow, is the kid a daedra in disguise, a centuries old vampire, or what? How on earth can he write so well and where did he get the money?".

Stealing/pickpocketing can be fun at times and even necessary. If you need something from someone for a quest or side quest and they won't give it to you then you have no choice. If you have never tried it and your theif skills are good you can actually kill a Foresworn Brierheart by pickpocketing his brierheart. For the most part I don't steal if it can be avoided.

I'm a thief/assasin/vampire - Stealing is nothing but like breathing air to me in this game.

Now in real life, that's another story.

Except for pickpocketing the Whiterun mage, I tend to get arrested for accidentally killing guards during dragon attacks. :P

I tend to drop all my books and alchemy ingredients off at home from time to time ... just in case ...

And I did wait until no one was around to break into Arentino's house (finally got around to wiping out the Brotherhood, and it was fun.)
