Xenius Character Enhancement will improve their features, while Better NPC Clothing[www.nexusmods.com] improves their clothing.

Ethereal Elves is nice if you want more beautiful elves. I also installed CBBE (with undergarments and close to vanilla bodies was my personal choice) so that I could use a skin mod. I used Mature Skin for females and I have Better Males for a host of male improvements. I also used Cover Khajiit for my Khajiit, No More Blocky Faces, No More Ugly Bronze Shine and HD scars.

Most of those I can't link you as they have adult content, but search Nexus. You can configure them all to be no more adult that Vanilla, once you get past the Nexus pages if that's your preference.

Apachii hair mod is the best for faces

I don't use any hair mods, because none of them look "gritty" enough for my taste. Apachii looks amazing if you want shampoo advertisement hairstyles.

How do you install CBBE with under garments. I heard CBBE is a good mod but I would prefer if NPCs had under garmets

When you install CBBE in Nexus Mod manager you get an installation manager that lets you choose what undergarments, what body shape, etc. It's quite user friendly. Especially if you're happy to choose a default shape (skinny/curvy/vanilla) instead of messing with bodyslide.

I'm a gamer mum, so I prefer not to play a game with naked jiggling bits in front of my kids :P

Sorry digging this up again, but my absolute favourite is http://www.nexusmods.com/skyrim/mods/52322/?

And for Special Edition:

There are thousands if you check on the Nexus, if you have a particular taste in appearance you'll probably find it there.

Maybe you already know of this mod, but there's a retexture mod for Apachii SkyHair, which might mitigates the problem:

I also can't stand the original for the same reason, but I feel quite happy about this one.

As to the topic, I'd suggest UNP rather than CBBE for body replacer, as it has more compatibility options.

There are a few good skin texture packs like Mature Skin or SG Female Textures Renewal, or Pale Skin Complexion, and the same goes for clothings, like Rustic Clothingm for instance.

Just visit Nexus and select the right category. Then sort the items by popularity or rating, so you can try a few of the top ranking items. Probably it will give you better chance of finding something suits your taste.
