Now if this is a differering quest where you where sent to kill them all and never actualy joined them...then well you wont be able to find cicero...becasue you killed everyone.
And that was your choice....not sure where cicero appears if you do it that way....possibly in the the place where the brother hood gets rebuilt....possibly somewhere else.....dont know.
Its like if you avoid going to whiterun and instead go over to the mages guild....and over by the shore where you would find a skeleton with a book that has fireball in it if you had gone to whiterun and spoke to the jarl....you instead meet the living person who gives you a quest to retrieve something from inthe water and he then gives you a few books of fire magic....as the main quest seams to make him be dead.
Your choices have very profound impacts on this game..you can literaly change the war before you even get involved and actualy never have it happen...instead relying on peace talks with the grey beards.....whihc results in missions where you are sent to rescue people.
