Report a translation problem
The best enchantments come from having the following-
1. Having a potion to add 50%
2. Having maxed out Enchanting Skill tree - can place two enchantments on one item
3. Having invested heavily in Legendary Enchanter
Trust me, I have done so with bothe Enchanting and Smithing and my Lv 71 Bosmer is becoming kind of awesome. To be honest, I have done as much with Destruction also.
If you dont have the Legendary stuff, get it!

With all the potions and boosting it came to be two rings and a necklace that all had:
(Destruction 35% + Magica Regen 50%) x 3
Like I said, your magic comes back super fast and your are basically casting for free at the Master Spell level... Mind you, it took me until Lv 71 to pull this off as Destruction is hell to get to master.

I don't know if this still works or if it was patched, but in theory you can increase the percentage to 100% and above.
Works like this:
1. Enchant gear with "Fortify Alchemy".
2. Make potion "Fortify Enchanting", wearing above mentioned gear.
3. Do number 1 again while under the effect of the created potion.
4. Rinse and repeat.
Needless to say this takes a lot of grinding. The enchanted gear is useless after 1 turn, so you need a new set (-> smithing kicks in). You need the ingredients for the Fortify Enchanting potion and of course filled Soul Gems (best use "Great" / "Black") for the enchantments. I don't know if it's really worth it, to make all the runs around Skyrim to find / buy everything needed.
I was bored out of my mind after using this procedure to get my enchanted gear to make "30% Stronger Potions" (Enchanting skill 100 and Enchanter perk lvl 5) and making potions with the effect of "32% Stronger Enchantment" (Alchemy skill 100 and Alchemist perk lvl 5). This resulted in having normal gear with "Resist Frost / Fire / Shock 40%".
