The second best for light is glass and for heavy is daedric.
Whenever you craft or get a better armor, you should use items that improve weapon and armor enhancement. Like a 15% better armor enhancement ring for example. You can get one kind of item like that from a vendor, find it or enchant some. If you really want to improve armor, get a item that has that bonus, craft a new set of armor (can be leather or something as cheap) and use the enchantment on as many parts as possible. That way when you craft you can have multiple items giving bonus to armor enhancement. Also look in alchemy shops some potions that improve blacksmith. The best one is 40% I think, but there could be a 50% one.
So craft the armor (or assemble the pieces), wear the items, prepare all armor you want to improve and get the ressources (usually ingots), use the potion, and improve all armor at the same time. If you have time (usually 30 seconds) also improve your weapon in the sharpening rock.
If you dont have smithing, check out the best armor avaiable to buy. After iron and steel comes dwarf. After that its orc armor I think. I dont know if orc armor is avaible yet for you, but its quite good. If not, go for dwarven.
If you have a set of armor you want to improve put on your smithing armor and drink a smithing potion. Quickly improve your armor before the potion runs out.
Pick the armor that looks the best to you. Once your skills are high enough doesn't matter what armor you wear. 90% of being good is looking good.
Armor cap is at 567 or something like that? You can get that with any armor if smithing and alchemy are high enough. A good armor rating can help a lot but the enchants on your armor will probably help you even more.
I am pretty sure it caps at 567. It might show a higher rating but that doesn't mean your armor is really at that level. Don't take my word for it though as I haven't played Skyrim much lately and things might have changed in recent patches that I do not know about.
If they did increase the armor rating cap in a patch I never heard about it. :)
