At the start of the game when you follow the guy into the tower he goes up the stairs and nothing happend, help please!

You need to go through the hole where the dragon was and jump down into the building.

Thats the thing there is no hole, and the dragon never busts into the tower. For some reason he never breaks the wall and there is never a guy up in the tower by the whole

Does the dragon not bust a hole in the wall. If he does follow Rogerzz advice.

Did you go ALL the way up on the stairs? Try going back out the door and re entering the building.

Yea i did and the door doesnt open cause my hands are still bounded together

Little addon to this: the console is opened with the key to the left of the 1 key (should be `/~ on qwerty keyboards, not sure about others). And after using the tcl command to go to the house, you'll need to reenter it to disable it.

Wlcome to the wonderful world of Bethesda! They have the worst programmers in the business, and hold many records for buggiest games.

Since you are at the beginning, you could just start again.

If you don't want to start again, you could try this...
Hit tilde ` key
Type in TCL
Hit enter
Hit tilde again
float through the tower where the hole is supposed to be onto the burning rooftop.
Hit tilde
Type TCL
Hit enter
Hit tilde
See if this allows you to force the game to continue.

TCL will become your best friend due to the myriad collision bugs and snags in the game.
