I lost Lydia and the stray dog at a small mining camp and had to backtrack to find them You could save and then go back to an earlier save, see where you lost them, then revert to where you currently are and go get them.
sadly its been so many saves since i lost them,i cant go back.Can i force them to teleport at me with the console?if my dogs are dead can i revive them with the console?

should do it if they're not dead. If so
resurrect
will revive them (theres a penalty for doing this with some NPC's but dogs should be fine, and as you say Barbas can't die at this point anyway)
