Skyrim Water Bug

[Sandboa]

This is a game breaking water-related bug.

When I move in Skyrim the water bugs out: it's as if I am constantly jumping into and out of water. Sometimes the swim animation will briefly kick in. This will occasionally cause me to die, and it very often ruins any stealth bits. Happens in any area inside and outside.

This happens with mods, without mods, on fresh installations, and finally on a totally different computer. Everything up to date.

i7 4790k
eVGA GTX 970 FTW
16 GB Corsair 1600MHz RAM
Windows 7 Pro x64

Anyone ever seen anything like this before? It's been happening since launch but I've never had any luck finding this issue online. My thanks in advance to any who can shed some light on this.

V-Sync needs to be on.

Also set iPresentInterval under [Display] in my skyrim.ini to 1

For those just starting, I followed the email chain to this video which did the trick:

Ending up just being about limiting Skyrim's fps to 60 as I'm using a 144hz moniter.
