You didn't mention if you deleted the Appdata folder either.
Another possibility is having an active conflicting quest.

Also be sure you don't have a bounty.
And that you have patches for both the main game and DLC.
Hearthfire is buggy -- beyond this you can keep searching or using console, though I rarely recommend the latter as opposed to finding the source of the problem for it usually comes back to haunt you as it is a bandaid fix.
