Jarl Siddgeir bugged
I have a quest called "Speak with the Jarl of Falkreath", however when I go there, there's only two dialogue options that leads to nothing. And each time I walk away, he says "Come and see me again some time, I might have some use of you". I checked everywhere but no solution found. Wiki says the quest can only be triggered if you have one of the "Rare gifts" quest in the journal, but I don't have any of them in the journal.

The unofficial Skyrim patch fixed this for me.

Opposite effect for me. I played the game once to level 60-ish, with only a few mods installed, and i didn't encounter a single bug. Now I replayed again but with unofficial patches installed, NO MODS, I've encountered about 10 bugs, half of them nearly game breaking.

Did you do a complete Restore to Vanilla? Verify your cache, delete Steam <appdata> and restart your PC, clean your master files when you modded? Don't blame the patch, that isn't it.

Tried everything. Reinstalled the game. Reinstalled again but deleted the patches, deleted all save files, restarted PC everytime doing this. He still bugged.

If you had restored the game to Vanilla as per the above link describes, there would be no patches to delete. To be clear, reinstalling the game from Steam is not the same thing.

You didn't mention if you deleted the Appdata folder either.

Another possibility is having an active conflicting quest.
You might look at this list. I'm sure there are others but it's worth a shot:

Also be sure you don't have a bounty.

And that you have patches for both the main game and DLC.

Hearthfire is buggy -- beyond this you can keep searching or using console, though I rarely recommend the latter as opposed to finding the source of the problem for it usually comes back to haunt you as it is a bandaid fix.

I did delete the appdata folder too. And I did all of the 'Rare gifts' quests just in case, still bugged. So in the end I just decided to join the Stormcloaks to kick out Siddgeir.

Having this bug too. I've never even heard of the unofficial patch and only use a couple cosmetic mods that worked without issue last time I played, though admittedly that was some months ago.

Dertitus -- Here's the information on the patch for the main game. As well you want the patches for the DLC. The bugfixes are numerous ...beyond this quest.There are also some fixes on Nexus for individual problems, for Hearthfire and otherwise.
