Season Unending Bug please help!

I started this quest but once I get to the peace council both Galmar and Legate Rikke start attacking me while the others just watch and run around! I have just completed the Seige of Whiterun quest for the Stormcloak side so I could start this quest and complete the main story. However, I cannot complete this while both Galmar and Rikke are beating the ♥♥♥♥ out of me. I have tried reloading saves but nothing works. It seems the only option I have left is to complete the entire civil war quests in order for Vignar to help me trap the dragon but that would take too long. Can anyone please help me? (console commands dont work, I tried everything like stopcombat, etc.)

Anyone? I would prefer not to finish the entire civil war quest but if no one can fix this problem I will have to ((

damnit, I think I'm the only one who got this incredibly rare bug. I think I might have to complete the entire civil war quests... oh well... killing tullius again is quite satisfying

yes I do, that and Jaysus swords are the only mods I have atm

AHA!!! After much trial and error I found a solution! I disabled both Galmar and Rikke and once I took my seat I enabled both again. Reset ai and stopcombat only stopped them for a split second before they attacked again... Not only that, both farengar and olfina gray mane ran into the negotiation halfway through (they both were aggressive and ruined the quest but I reloaded a save and quickly used stopcombat on them which worked, I took a picture)... Damn, despite the fact I have only a few mods installed on this file I get all the incredible rare glitches no one else gets -_-
