Help with "No one escapes Cidnha Mine" bug - the quest won't start

I've completed "The Forsworn Conspiracy" and got arrested, the female orc guard says I'm in for life, all according to how it should happen... HOWEVER, the quest "No one escapes Cidnha Mine" does not start for me. I can talk to the inmates, do the shiv-related objectives (they show up in misc objectives), but I can't talk to anyone about the Forsworn king. Trying to mine the ore just sends me out of prison, as if I was arrested normally.

I searched Google for similar bugs and the Nexus for a possible fix, and in fact many people have had problems with this quest, but neither the same as mine.

No, I used BOSS, although the last four mods were added after that. I don't see how either of them could mess this up, though.

I am unsure if correct load order would fix this spesific problem, but it is worth to try. It is possible that a simple script conflict is messing up with your game. It might not even directly affect to the quest itself, but indirectly to characters and/or scripts around it.

BOSS is obsolete. The master list have not been updated over 9 months and is not going to get updated for Skyrim. It misses all new mods and updates from that time and keeps missing them in the future.

We have moved to LOOT and I strongly recommend that you would move to it as well.

I seem to have found a fix for my problem - oddly on a page regarding the previous quest.

"If you are having trouble starting the next quest No One Escapes Cidhna Mine after this quest is completed and submit to go to jail, with no reason, even if you complete this quest before starting one of two civil quest, try this solution. proceed this quest as normal. and when you are at the end of the quest and you are in Talos' Shrine, You'll see Markarth Guards waiting for you. One of the guards will initiate a dialogue with you. You've got three option whether you go to jail, pay the gold, or refuse submission. At this time, don't close the dialogue menu, open the console menu right now, and type setstage ms02 10. And the next quest will start with no problem."

When you enter Talos' Shrine, spam your interact/talk key as you approach the guard. If you did this correctly, you interacted with the guard first, the guard will talk about pinning everything else on you and you'll get the options to come quietly or resist. If you did it incorrectly, the guard interacted with you first, he'll do the typical "Stop, you have committed crimes against skyrim and her people" and you'll be given three dialogue options (Bounty, sumbit, I'd rather die). If you did it incorrectly just reload the most resent save file.
