Yeah I found this guy on my very first playthrough when I accidently fell into the water. I don't think it has a story, but I did loot a little gold from him if I remember right. Maybe it's Jarl Balgrouf's dead wife.

There are actually two or three skeletons in the water pit in dragons reach possibly he had three wives who thought eating wasnt cheating.

Maybe it's just something Bethy put there, then again why would they put a pond there to begin with.

I think the idea of the wives is pretty good ^^

Could be there for countless reasons: a guard that fell and died; a thief killed trying to rob Dragonsreach; people executed for a plenthora of possible reasons and the bodies were thrown in the pond; bodies of past challengers for the power the old nord way or even defeated Jarls themselves; remains of soldiers from ancient sieges or family struggles. Highly doubt people in the middle ages bothered cleaning the bottom of lakes/ponds/rivers/other waterbodies.

It's actually a murder victim of Maven Blackbriar. She had the man killed and his body dropped in the water to rot. You can find this evidence in a note in the Blackbriar's house. Bethesda really focused on the small details in this game

Well, I suppose the correct answer is a Necromancer's project.
