Report a translation problem
You might need to provide a picture as if its just a texture problem then a reinstall or validating files should have fixed it if you dont have a mod file interfearing

The only thing I can think of if its happening in a completely vanilla game is that it might be something to do with your graphics card.
There are others on the forum more informed about that then me so ill leave that to them though. Hope you get it sorted :)

Question #2: Any other graphical mods that you attained recently?
As for myself that Mod was "I can't believe its not ENB"
Its file structure required that I save into my Skyrim Folder:(Files)

shader.fx(if you haveone of these I am almost sure its the culprit)

I wrote down the files because if there is anything like this in your Skyrim folder that looks anything like those files you can and should be able to delete them without harming your game while also restoring your starting screen smoke.

Still Working on a clean slate means you have an opportunity to use "Mod Organizer" Gopher has some awesome tutorials on YouTube in how to make it work. I plan on using it myself once I get my win 7 disk in the mail. Since you have some time before your game is up and running you should take a look. I am quite excited to use it because I don't use a mod manager Scary right? Making an archive of the files I changed allowes me to revert to how my game was if I ever decided to remove any mods. However it can be quite tedious to have to remember all of what changed so having Mod Organizer will help immensily.
