I was even looking at maybe trying to spawn supposed orc in the cell with me ??

Anyway, there is no Imperial Captain relating to the Forsworn Conspiracy quest. There is basically two ways to complete your investigations;
- See Nepos the Nose
- Go bother the Silverblood.
And this quest has no real affect on the Civil War.
He was something to do with teh imperial and he was down at teh shrine with 2 guards, where upon the guy i was sposed to return was dead, and I'm supposed to framed for his mudrer, but that never happened any time I went in there and I was already past teh whole nepos thing I did all find evidence before returning to the shrine which you can choose to ...
But this tiime after I went back in I was once again at the shrin this time I just dissmissed the imperial chat and looted the dead corpse's body, and left, then I did the console command setstge 100 to complete it and the console command to trigger the next stage setstage ms02 0 which actually this time spawns the orc in the cell
( read a few quest chate and wiki's n such where markath and questlines are quite a buggy area)
So now Im out of teh cell finally and hope to complete this without any more bugs "touch wood

I did not have any problems dealing with this quest and I never resort to console to proceed with a quest. Peoples are also using mods for this quests, where bugs like this would make the progress completely impossible.
I honestly do not understand what some of you guys are doing, when you can't finish quests without console. My best guess is that peoples are not using recommended bug fixes and/or are too quick to rely on console, passing triggers for events, while setting quest stages, and thus creating real bugfestivals.
It is either that, or Skyrim has it's own will. Maybe it selects peoples it decides to bug, until they completely loose their mind.
In 1300 hours I don't think I used the console ever. (until this week to test mods, doing coc)
I don't think I've ever not been able to finish a major quest and 99.5% of the rest.
I started messing with DOS Basic in the late 80s, later Unix and I just refuse to console a modern game unless it is the last resort. The old games like those on the Aurora engine could take such.
Between that and people messing with .ini files (using bad advice) on an already finicky game I don't know what people expect. I've nothing against the OP and not calling him out, but in general when you see people mess up their games near daily and wonder why -- this is why, more often than not (besides modding silliness).
You guys have to understand, that when first things I read tell me that peoples are using console to advance quests, then we can draw rest of the problems from there for about 95% certainty.
I think peoples place too much weight on quest stages, when dealing with these problems. Solved stage does not mean that every script that was supposed to get launched was launched. This is why jumping trough quest stages can - and often will - cause problems.
Fiddling around with console should be absolutely the last resort.
- Do I really need to do this?
- What caused the need to do this?
- Does UESPWiki have any advices what to do, or even hints about quest stages that should be safest to use?
@ raubrey , yes it is a reaaaly odd bug , =/ uesp wikia mention that might happen, so Im guessing , its a known bug, ( well they dont mention the captim ) uespwiki mention the guard might not give the angry dialogue or other litte gliches, >_< and the part in the mine cell where the orc npc is sposed to spawn and your given the choice to mine your freedom, spawned in the cell only after I ignored the captain down in the shrine, looted entry's body and went back out and used the cosole to finished conspiricy quest and start "none escape from cidhna mine" quest after 4 re loads .... =/
I's like to add I do use mods not a whole lot, but I dont use mods that might interact with questlines, have no need for those ,
