Ulfric Stormcloak is missing
I've been playing for a while now, done many quests and just wanted to join the stormcloaks. But when I went to the Windhelm castle the marker was there while he was not. I tried waiting I tried reloading, i tried to "moveto npc" and tried to summon him to me, nothing worked. I tried summoning a "new copy" he showed up, but his dialogue box didn't.

I am using the somewhat popular New Start mod because I was geting the script bug from a mod, where the camera rolls around and the horse pulling the carriage in the beginning of the game tries climbing up the mountain and never making it to the village. Can I really not do the main quest because I'm using this mod? I haven't tried joining the imperial legion yet. I don't really like the imperial legion but i guess i'll try if i really have to. Is there a way around this Ulfric not showing up glitch?

The only thing I can suggest is to pull up your CC menu, type "help ulfric" write down his exact npcID number.

Then you will need to type player.placeatme "######### 1" No quotes, and replace the digit symbols with the npc ID. Make sure to have a space inbetween the NPC ID and the 1.

If you mean the Alternate Start mod, then you should be able to begin the main quest my returning to Helgen. There should be a quest called 'A new beginning' or something along those lines to follow and rejoin the main quest.

There is a part of the main quest when Ulfric is not in Windhelm. It is after you tell him to go to the peace council. He will leave and not return until the peace council is concluded. Which means you must attend the peace council in order for him to return. This goes for General Tullius, Leggit Rikka, Esbern and Delphine too.

Pardon the slight derail but is that spoiler quest part you mentioned skippable in game? I never ended up doing that quest yet I somehow finished the storyline. I think that's the reason I never got the Steam achivement for picking a side, it must have needed me to do the one quest to activate it.

Yes, if you complete the Civil War Quest before a certain part in the Main Quest, the the peace council will not trigger.
