Weird water bugs
Whenever I walk around skyrim makes water splashing sounds and the waters textures change really quickly so it looks like it's flashing. I have the same issue with and without mods. Can anyone help?

Make sure your skyrim is limited to 60fps.
Skyrims entire physics engine is based around a maximum of 60 fps gameplay, having skyrim run above that can bug out a lot of the physics, scripts and even sometimes the water.

If you have an ENB you can turn on vsync via its ini.
if you arent running an ENB make sure your SkyrimPrefs.ini in your mydocuments/my games/skyrim folder and adding or editing iPresentInterval under the [display] section to read iPresentInterval=1

What is an ENB?

A graphical modification. Youd know if you had one.

A graphical enhancement mod. The core program was created by Boris Vorontsov, and there are tons of presets that you can then download to try. RealVision is pretty popular. Search Nexus for ENB and you'll see just how many there are.

Something is bugged then. Not sure what causes Skyrim to start confusing sounds for incorrect settings in the game, but it's likely a fouled up resource of some kind, or a mod conflict maybe. Do you have any Sound mods? Immersive Sounds, Sounds of Skyrim, CoT - Sounds..?

Well crap.

Only other thing I can think of then is that even if it isnt a bug directly related to the mod data, it might be related to the mod files.
Are you using a mod manager to properly manage and disable/enable your mods?
Are your mods sorted by LOOT?
What mods do you have that edit the world space? (posting your most list is the best idea)

Honestly, I cant find any information about this bug being caused by anything other then frame rate or mods.

Make sure NMM hasnt left any files behind by checking it against this:

You can also try this SKSE plugin to manually set your framerate to 60 outside of the ini tweak and see if that fixes it.

I made it vanilla, this time I got a bug where the horses stretched for miles. This is too funny not to be abused. I'll get the FPS limiter tomorrow
