'Regain the Rift' Quest bug!

I dont have any mods, except Dawnguard, Dragonborn and Heartfire installed. and basically i am playing as imperials and they have to 'regain the rift quest', so ive gone over there and tried speaking to Legate Rikke, but she doesnt give me the option to say reporting for duty, does anyone have the console command to skip it or know how to fix it.

That doesn't work for me. The previous quest involving taking the caravan was bugged for me where a man I had to meet didn't exist. Now that I used console command to help progress I am stuck at a similar situation.

That's your problem, using console commands to advance a quest can break quest triggers, aka you don't trigger the next one.

You need to load an older save, preferably on from before you encountered the problems, and try it all over again.
