Wes Johnson is the best though. I really miss not having his Oblivion Guard voice in Skyrim. It was epic.

Well, considering I'm deaf in one ear and I still managed to pick out four specific different " female Kahjit voices", "Dark elf voices" as well as two specific "High elf male" voices that are unique from the "young man" generic voice (which I have no idea what that's supposed to mean, considering I've managed to pick out close to a dozen different "young man" voices..), then based on the point you're trying to make, you need to go back and check your 'supportive evidence' because you missed quite a few.
Or just look at the link to the cast and take a guess just how much money went into a list that big. That'll explain why they reuse certain actor's voices.
You're right, though, there are a lot more actors than I originally thought.
Anyone who grew up in the '90s should know him, he did a TON of various Disney cartoons and movies, co-starred in sitcoms, and also a several random games. Before Skyrim, I remember him mainly from Jedi Academy.
So, they don't have the high caliber actors like they did in Oblivion (Patrick Stewart, Sean Bean), but they did a much better job spreading it across a lot more people to cut down on the repetition. Compared to Oblivion, where Lynda Carter did ALL female Nords and ALL female Orcs, another woman did all the female Bretons and Imperials, another did Argonians and Khajiits, etc. Only two guys, who also played several named characters, did all of the races except Bretons and Redguards between them, lol...
Max Von Sydow is about as high caliber as you can get. The man has been in more films and won more awards for his stage and screen performances than Sean Bean and Patrick Stewart put together. He's been a staple of Horror films since the fifties. He's a legend in the Screen Actor's Guild. XD
Not to mention, Christopher Plummer is an Oscar Winner with a dozen dramatic roles under his belt and hundreds of stage performances. This guy is the definition of "quality".
Wes Johnson (who is actually reprising his role as Sheogorath in Skyrim from Oblivion) is also an award-winning actor and comedian.
And let's not forget George Coe (Talfdir and others) who has been a Hollywood staple since around 1950 and held roles in multiple Oscar and Emmy winning productions. The guy is another silver screen Legend.
Kids today... I tell ya. LOL.
