Did you get that item bacause of a mod? I would recomment deinstalling the mod, if you already did this and the effect is still on then I guess you broke your save and should load an earlier one

Obviously a mod gave you that buff, and it requires that mod to remove it. Without knowing the name of the effect it's impossible to remove. This is why you always test mods before using them, always make clean saves before you add/remove mods, etc.

If you can't find the mod that did this, you're probably screwed. Sorry. If the effect is not caused by a script, then you MIGHT be able to dig through Creation Kit to find the effect that causes this, then possibly use console (or write a new script/mod) to deactivate it.

You also can try disabling all of your mods and check if the effect is still active.
Another way would be to type help "light" into the console and search for the effect, then deinstall the mod associated with the effect (the first two letters are the modassociation) or you can also try to type player.removespell xxxxxxxx
The help light command will take a awfull lot of time to find, since "light" is a term used often in Skyrim
