and lastly where are you exactly with the main quest? usually depending upon where you are dialogue won't show up until you get to that particular part of the quest
ah i see, since you already found the scroll, your next objective is then to read the scroll at the time wound. If you can't then sadly the main quest is bugged
Assuming that is true
Open the console (with the ~ key) and type
"setstage MQ205 80"
(no ")
Then press 'Enter'
This will change the quest stage to "Recover the Elder Scroll". The game may or may not recognise the elder scroll in your inventory and complete the quest. Make sure you close the console and give the game a few seconds (Closing the console is also done with the ~ key).
If that alone does not fix the quest try these two commands in this order.
"player.removeitem 2d513 1"
Close the console after this and give the game a few seconds again, then use the code.
"player.additem 2d513 1"
Close the console and see what happens.
Let me know if this fixes the quest. I have a couple more methods that may work, but this would be the cleanest (best to try first).
