Nope, you have to follow the rules of:
Never quicksaving
Never removing mods during a playthrough (some can be removed but unless you are clear on how it works and what it alters it is VERY dangerous for your game).
There is a mod that allows you to import previous characters (search Familiar Faces on Nexus), I'm not sure if it allows direct control but you may be able to combine it with Alternate Actors (on Nexus) to enable control the previous character.
You cannot uncorrupt a save game although there is a utility to remove some scripts.

..at least one of the vids either on or linked to from that mod's pages demonstrates how to transfer data from one save to another. It ain't no select two saves, then click a buton thing thought - it looked like you would have to work at it, and learn more about saves then you ever wanted to.
Since much info about mods are contained in the save files, you need to start a new game in order to see if it works. one thing is that you have used a lot of time to use consolle commands, but another thing is that consolle command can also make your game unstable....so instead I will recommend to use mods that make the game harder if that is what you fancy.
Even if you now do a lot of work in order to get this save working, no one can tell if there is not another fault working its way up.
Always be sure you need the mod....always be sure you know how ro remove it...or if heavy scripted, maybe just disable it, but do a """clean save""" before you go on.
Yeah, the solution is to say "♥♥♥♥ it" and load an earlier save. The sooner u do it, the less you'll lose.

Try to obtain a Resist Magic amulet/ring/necklace etc. and wear it, or you can make a potion. The strength of the potion will depend on your Alchemy skill. Always put your perks in the basic tier (5) first.
The following alchemy ingredients can be used to create a potion of Resist Magic:

Unfortunately console commands can bork your game. They were initially meant as debugging tools for modders not game players.
note:it can still stop you from attacking but you can run around it lessons the effect
I had this magic stunlock problem too and finally figured it out.
Install the mod Colorful Magic by 184Gesu, Found on the Skyrim Nexus.

This mod will add some interesting bosses to Skyrim's random locations. (very cool.)
However, this mod has a spell that solved the magic stagger bug.
After properly installing, go to Whiterun. In Arcadia's Cauldron new NPC's will sell the mod's magic spells.
Buy the spell called Absolute Barrier
Equip and use the spell like you would a ward against enemy magic.
All incoming magic will be blocked. Keep blocking the magic for about 30 secs.
Then unequip spell. Somehow this resolves the bug. Confirmed works with 3 combat mods installed with stagger mechanics and a heavily scripted modded game. Now, the NPCs magic will stop staggering you in battle and the spells will revert to their normal damage you can run through.
P.S.
I advise you to save once the bug goes away and to never use any ward spells during that playthrough. Never use "Absolute Barrier" again either. All ward spells seem to have a bug "on" off "switch". (Think mine came from finishing The College of Winterhold quest)

This will make the Absolute Barrier spell make a really cool noise. It sounds as though the barrier is actually absorbing spell damage. After that noise is made, unequip the spell. Now enemy spells will not stagger. This was my experience. AOS2 my not be needed for this to work but worth mentioning.
