Impossible to pickpocket!

I'm doing my first Fishing job for the theives guild after returning the skeleton key and i have to get Dalan Merchad's Gold Diamond Necklace in Windhelm. The problem is he's a dock worker and according to the wiki NEVER sleeps. There was only one open window I had in a whole 24 hour day where i could pickpocket him without being seen since i was behind some crates to block one guy in a chair from seeing me and had a mast blocking the other. however when pickpocketing him it says the necklace is 0% chance! I've looked all over the net and the wikis and forums mention nothing about him being part of the fishing quest therefore they don't list his necklace. I should note my pickpocket level is 24 and sneak is 62.

Is this quest borked or is my pickpocket too low? What should I do?

He is probably actually wearing the item. Thus, your chanche to get it is 0%, without perks to pick items that are used by your target.

Go back Thieves Guild and thell that you can't complete this yet. You will get whining, but it does not have any lastin effects.

Otherwise find other magic pickpocket items AND a potion or elixor of Pickpocket. Your sneak is well enough to do this quest.

Your pickpocketing is just too low. Try stealing from random people to level it up (quicksave often if you dont want to owe gold when you fail) and also get gear with as much fortify pickpocketing as possible. Fortify pickpocketing can be found on some gear (thieves guild boots I think) and can be added to your necklace, gloves, ring, and boots via enchanting.

how in the world did you get it 210%!? i thought using the enchanting/alchemy method could get you 70% tops?

I thought I read somewhere that boosting stuff to over 100% can cause problems, or was it 200%, maybe it was only resistances...

Whats your pickpocket skill level? 0% chance usually only occurs with very low skill levels in my experience. Havn't pickpocketed this particular guy but it's usually 90% chance with any NPC @ skill level 100. Probably need a perk too.

Get your skill level up and look for/buy/steal a necklace etc enchanted with fortify pickpocket to give you a boost.

my pickpocket is level 53 and i'm wearing the thieves boots which give 15% better pickpocket and a ring of minor deft hands which also gives 15%. i noticed something weird. it was a 16% chance to pickpocket but when i drank a potion of pickpocketing that gave 40% more chance it dropped to 0% chance to steal.

Also I STILL have seen noone else on the internet that has had to pickpocket this character. the wiki doesn't even list him as a canidate for "The Fishing Job". is my game bugged or am I honestly the first person to have to pickpocket this dude?

Nevermind I fixed the problem finnally by just resorting to using console to get it to drop. turns out some NPCs have 0% for this quest.
