Post a list of the mods you use, in the order they are loaded up into the game, and tell us which tools you use to manage them.
Then open your games library right click on skyrim open properties click on local files ... click verify cache and let it work .... allowing it to find any missing files.... then make sure that Steam does update these files to fix missing files.
Once steam has updated the files, open the skyrim launcher to reset graphics...Set it to LOW ... you can try higher graphics later but first off Set it to Low and DISABLE Antialising and Antisofic and SSFX . After all that without starting the game .... Shut down again and restart steam before playing the game!
Good luck and please Do try to follow ALL those steps !

I suggest deactivating first all mods, and try to run vanilla. If you can't with current characters, create a new one for these tests. Check if you can play normally and if all commands work correctly.
If you can, then try, without changing load order, to activate again your mods one by one. Each time check again with your testing character. That way we'll be able to detect where is the problem.
Your response was 4 years too late, and I'm responding to it 2.5 years later, but it just fixed my game when I was having the same issue. Thank you
What does "TAI yourself" mean and how do you do it?
...And another addition to this thread a year later :)
It helped me today, maybe it'll help someone else again. It means to type "tai player" in the console (type "~" in-game to access the game console). It will also fix mining, which I also couldn't do. You may have to exit and re-enter your location for the mining to work properly. I was in a cave when I ran this command and then the mining animation played but I didn't get ore and it didn't stop automatically. Leaving and re-entering the cave fixed that. It also fixed my "can't sit" issue.
It's player.tai I have to do that a lot when I use Alternate Actors and switch back and can't craft.
