Daedric quest : Silus is not at Mehrunes Dagon's Shrine
I gave the three fragments to Silus, he gave me in exchange 3000 gold and told me to wait for him at Mehrunes Dagon's shrine but he's not there. I waited 24hours, still not there and he didn't move from his house in Dawnstar.

How can I fix this bug ? :/

If I remember correctly, the quest marker will point to Silus, not to the shrine. He might've run into trouble on his way there. You could consider the console command to place yourself at his location if you're in doubt, look it up on the Elderscrolls wiki.

It was actually a bug, solved it by teleporting him to the shrine.
