I wanted to get my pickpocket up so I went on a little pickpocket raid on everyone I could find and I know for a fact I have pickpocketed several of them. Try pickpocketing you may be suprised at what you find
In fact, im also in the middle of this quest, as i got one of them sapphires but i aint looking for the other, im just doing other quests and waiting till i'll stumble upon the next sapphire.
I have often promoted Complete Crafting Overhaul - Remade (+ some of it's sister mods), because it fixes several missing, bugged or problematic features from the game. As it happens, the mod called JewelCraft was fully integrated with it. It comes an optional feature that can be activated from CCOR MCM.
Now that I am more comfortable with it, I would not remove JewelCraft from my game. It does not only allow us to work with new types of jewels, but with precious stones as well. I have often made my own stones, when needed something for the gameplay (if I had stones and skills to do so.)
I will link CCOR below as a recommended download. It changes few crafting list in a way that may make the smithing a bit hard for peoples accustomed with the old recipes but I personally prefer these changes.
Most important change would be that 1 steel ingot no longer goes 1 iron + 1 corundum ore -ratio, but 5 iron ore +3 charcoal - ratio. It gets less overwhelming, if you activate the feature to smelt down weapons and armor.

Note that you really only need either one to work with jewels and stones. If you download JewelCraft now, but decide to go with CCOR later, then uninstalling JC and activating it from CCOR MCM is recommended.
Also, Harvest Overhaul has an option to adjust the drop rate of gems in coin purses.
