Prowler's Profit FTW - honestly, with my last character I set aside a hundred of each gem type in a jewelry box because, well, nobody has enough coin to buy them (and, alright, I go through phases of being a bit of a magpie) and, besides, what did I need cash for? I was so rich it was quite ridiculous. :-)
I usually come out of the Horn of Jurgen Windcaller quest with a couple of one or the other, (sapphires or amethysts). You might try running back through there.
To answer Perpetual's question, the Argonian in the Bee n Barb needs amethysts for his wedding band. The Argonian jeweler outside, near the smithy, needs sapphires for his jewelry work.

That'll be cause a problem with omnipotency with games such as Scribblenauts. I mean with a swish of my hand, I and now conjure a delicious grilled Feta-Mozzie cheese sandwich in the shape of Mike Angel's David but if I can keep doing it that grileld sandwich has no meaning compared to me getting up from my comfy chair to go slice some bread and search my fridge for some Cheddar only to learn that I;m out and I have to go buy more Cheddar then come home and grill that sandwich. It tastes better.
