* If you get a skill to 100, you can make it "legendary", resetting it back to 15 points and returning all invested perk points to you. The skill points are completely lost, but regaining them allows you to level further.
* If you complete the Dragonborn DLC, then you gain the option to re-assign perk points pretty much however and whenever you wish.
* Serving jailtime can reset the progress of most skills.
Outside of the above (and diseases and so on, of course, thought they're obviously temporary), you need to use mods / console commands to negatively affect your skills / stats.
There is no separate LE version of basic Skyrim. There is only one version and one patch. The legendary skill system is included to all up-to-date Skyrim games.
Yeah, its called 'console codes' and have been in the game since release.
That option kind of sucks if you make poor perk choices early in the game and want to respec before you get there, which is what prompted me to install Ish's Respec Mod. It basically lets you visit an apothecary and pay 1,000 gold for a potion that will respec your perk points, if they have one in stock.
I suppose you could exploit that by taking a bunch of smithing/enchanting perks and then resetting them after you craft your beast mode gear, but you could exploit the Dragonborn option, too. Personally, I just have it there in case I really screw something up and I want an immersive way to change my skills.
