Use the console command prid 0001C1A1 followed by moveto player to solve this issue.

thats just the dumbest way to put a command couldnt u just put it in there for him to copy paste? even i dont know how to do that and am having the same issue
To open the console, press the ~ key. This will bring up a transparent black box at the bottom of your screen. You can press the ~ key again to make it go away. While its up, your game will be completely paused and you can type stuff in it.
For entering refIDs, you don't need to type the leading 0s. Thus for 0001c1a1, you just have to type 1c1a1. And no, the console isn't case sensitive to my knowledge.
As for what was said above, you need to use two commands. First, you type in:
prid 1c1a1
Those numbers should appear at the top of the console. That means you now have Tolfdir selected. Note that you can also select things by clicking on them (though you'll often end up selecting the wrong thing when you do that, such as the fog you're in rather than the character you clicked on).
Anyway, moving on, you then type in this:
moveto player
This will teleport the selected npc to your location.
If you want to know the most useful command for the console, its this:
tcl
It turns off collision. This is immeasurably useful whenever you get stuck somewhere, and that happens fairly often. I can't even begin to imagine how people manage to play this game on console (as in a video game console) without that command to free themselves every time they get stuck. Without that, their only options are to re-load or fast travel, the latter of which isn't always possible.
