You do need Amazing Follower Tweaks so you can limit their weapons.
I use the mod Immersive Weapons, so there are several nice looking weapons with low damage that I give my npcs. The lower the damage the longer it takes to kill enemies.
I was using 3 followers. Inigo, Sophia, and Serana. They all have very low weapon damage so I can use 3 without being too overpowered. I also cap my own damage a little to balance my kill speed. I did release Inigo recently so I am now just using two.
House Carls such as Lydia are capped at level 50. Frea has no cap, so she is going to be a little more powerful at higher levels.
If you want a weaker NPC use one with a lower level cap.

Personally I got sick of Lydia quite quickly when first starting the game.
Frea comes with Solstheim has a story and joins you for a quest and is a much better companion.
The question you should be asking yourself is which charatcer am I going to enjoy travelling with longer.
Besides any follower can be dismissed anytime and rehired later so try them both out... take them for a quest each ... you'll know straight away which one suits you better.
