permanent calm command?

is their some kind of console command were NPC's will not become aggressive, i am having trouble with the hunters at that hot springs camp location were after a dragon attack and me using storm call shouts, the seem to attack me, but after using bend will they stop for a while but then attack each-other as-well as me. i used the calm spell. only works for 15 secs, i tried the command setav aggression 1 but that never works, only for about 2.5 seconds, and stop combat command has the same effects like setav aggression, and i even tried tcai but that makes the hostile but they just stand still and grin, i need a mod or command to return them to normal.

You've probably wrecked your game with all the commands your trying to use!

If it were Important you could just reload a previous save; as a simple alternative.

If you have a bounty they would attack you as well. Storm call is an attack on everything in the area .... why should anyone go easy on you when you are attacking them. If you want to be friendly to people don't use area attacks.

permanently calm ... open console click on person and KILL problem solved they are calm as can be.

If you accidently hit one of the hunters in the battle with the dragon, you are now a enemy of them. As said use a previous save.

I already killed them, will a new set of hunters re-spawn there?
