Console Command Help
I just want to know what the command is for completing a quest is cause Blood on the Ice quest is just causing me to get annoyed.

Probably not a good idea to use the console on a linked in quest like that one. It removes NPCs from the game and affects other radials, so if you console it, you run the risk of breaking other quests.

If you're okay with risking breaking your game over a quest that's actually pretty easy to complete, then you can find what you need here:

completequest <quest ID>

Blood on the Ice has the main quest is MS11 and MS11b if (once) you accused Wuunferth the Unliving as "The Butcher" and he was arrested.

The hassle with that quest often comes from people ignoring it for too long and then the guard is no longer there. you can also read up on any glitches and fixes for it at UESP ... just google "uesp blood on the ice" = http://www.uesp.net/wiki/Skyrim:Blood_on_the_Ice
Any workable fixes will be listed there.
I agree with datguy13 to avoid ending quests with console commands it's possible to use them and on rare occasions it does fix the quest without issues.
It is probaly better to use a set stage command to advance a quest to the next stage and then complete it normall. Uesp will have all that information for you

Its not that. I got it when I was attacking Windhelm. I know that when ever you touch console that you can run the risk of breaking the game but I just hate having an incomplete quest.

Blood on the Ice is the most bugged quest in Skyrim. Assuming the wizard is innocent, and following that premise got me through the last few games, trying to follow everyone through the night after night, to try and catch the "Butcher" never worked.

never knew it was buggy. The first time I played skyrim on pc I was able to finish it. I just never knew that capturing windhelm would cause a problem like this to happen.

Personally, I just try and trigger this quest as soon as possible, and then finish it in one fell swoop, never even leaving town. I did have some trouble on this with one character, where when you are trying to find the killer, he and the victim never showed up. I found her body outside the inn, so the scene was triggering in the wrong location for some reason.

that's one of the best quest I remember from any game I played. It was frustrating, but the following procedure allowed me to complete it: just enter CandleHall and wait (T) until midnight, then start patrolling the Stone Quarters. You have to be very quick at seizing the Butcher once spotted, or the target WILL die. I always suggest to cast pacify first (unless you are 100% sure you can oneshot the Butcher and you have a super good aim that wont get the victim involved) which will cause the Butcher to flee, then you can seek & destroy without casualties.

I had problems until I went in candlehearth and talked to the woman at the bar... she triggered the next part ... I was walking around all night long for nothing.

Quest can be done after capturing the Windhelm.The guard may not appear, if the quest was initiated before that.

Eternie posted a link that holds small console command allowing the guard to appear and quest to proceed. I usually do not recommend using commands, but in this case it might be worth to try. Make a full save first, so you can reload if it goes south.

Use the console command sqv ms11 to bring up a list of quest variables and search for a RefID labeled "CrimeSceneInvestigator", then use the commands prid <Investigator's RefID> and moveto player. This will move the guard to your location, allowing you to start the quest.

You are especially told where to patrol. You can't really miss the target, seeing how he acts like a complete and obvious idiot in the end.

I tried the console commands but it didn't work the way that I wanted too instead it broke it more so I had to revert to a last save. I guess console commands break more than they can fix.

That is always a change and this is why I rarely recommend using them. Sad, that it didn't work for you.

Yes but I still think this game is wonderful no matter the bugs. Though my next character I might just stop doing quests all together.

Heh. I have over 1 200 hours in game, so game is perfectly playable. This quest was notably buggy and it is hard to troubleshoot. Next time, just try to complete it before starting the Civil War questline and you should be fine.
